  1. Submission of the agenda or proposal
    • Submission by the chairperson of the local government
    • Committee’s proposal
    • Proposal by more than 1/5 of the registered members and consecutive signatories of more than 10 members
  2. Filing
    Check requirements
    • Formative requirements on the agenda
    • Signatory book of the consenting member
  3. Agenda numbering
    • Serial numbering regardless of the category of agenda
  4. Reporting to the chairperson
    • Deciding competent standing committee
    • Deciding the competency for respective standing committee defined in the ordinance
  5. Agenda printing
    • At the proposal from the member: Official in-charge-of parliamentary affairs
    • At the proposal from the committee: Committee of proposal
    • At the submission from the chairperson of local government: Department in-charge-of submission
  6. Agenda distribution and reporting to regular session
    • One copy of the submitted bill is distributed to all members.
    • Report immediately during opening of the regular session, return to the committee firstly during adjournment or closing, and report at the first of convening of regular session
  7. Return to the standing committee
    • Return to competent committee

  11. Convey to the chief of local government
    1. Budget plan: Within 3 days
    2. Ordinance draft: Within 5 days
    3. Convey the other agenda as soon as possible
      • Declaration by the chief of local government
        • Declaration by the chief of local government within 20 days after conveying
        • Declaration by the chairperson when not announced within 20 days
      1. Request re-evaluation
        • The chief of local government requests re-evaluation by attaching reason within 20 days from conveying in case of different opinion on the ordnance draft.

        1. Raising the conference schedule (Within 10 days unless unavoidable reason except the adjournment and closing session)
        2. Listening to the reason of rejection from the local government

      4. Convey to the chief of local government
          • Convey the other agenda as soon as possible
            • Declaration by the chief of local government Declaration by the chief of the local government or by the chairperson when not announced within 5 days after conveying

          • Appealing to the Supreme Court
            • The chief of local government may appeal to the Supreme Court within 20 days from the date of re-evaluation when the re-evaluated matters are considered as against the law.
